Neck size is airway size.
We've all seen the below pic before, but it serves to drive home the point:

Guys like alpha destiny have been evangelising on the importance of neck training for over a decade now... unfortunately for him, his narrow airway was the determiner of his fate:

And, as always, the matthew effect applies here: a large airway or frame results in a larger capacity to increase the size thereof, while a small airway or frame has, relatively speaking, a very limited potential. which is why genetically/posturally-talented american football players or wrestlers can develop freakishly large necks and frames, while someone like alpha destiny will look forever small when relaxed
- In the same way that frame size is decided by bones, neck size is decided by airway.
- Building muscle can increase frame a little, but not much. In same way, building neck muscle will put on some size, but not much.
- With the heavy use of steroids or dedicated lifting, someone with a small airway could build a large neck, but this will result in breathing issues; just like how a small framed person with a large muscular body will have mobility issues.
- Guys with small airways who build neck muscle can look impressive while flexing and from an angle, but it still looks small relaxed... in the same way that guys with small frames who build muscle can look impressive from an angle while flexing, but small relaxed.
