maybe in some hotels too
I don't understand why the sugar packets are a big deal tho, they are made of paper.

in the cafes i used to mix the sugar packets with water then drink thst because i wasnt allowed to have sugar as a kid

Few years ago in Cannes I didn't have access to candy, so I tore up some sugar packets for the coffee machine and ate sugar directly.
