he had a remote control to destroy c18, but he couldnt press the button because he loved her
so cell was able to absorb c18 and reach his final form.
if cell wasnt able to reach his final form, maybe vegeta or goku would have killed him
but who knows, maybe cell would have self exploded anyway like after gohan defeated him, he spat c18 out and in his imperfect form Noxploded the earth, goku had to sacrificte himself to prevent it
another mistake was bulma removed c16s bomb so he couldnt explode and take cell with him when he tried to hug cell and take him with him
