It doesn't matter if you wanna blame politics, governors, incentives to work or go on strike, or etc. No one can single-handedly do anything useful if not given any semblance of a starting point so to speak. So talking of initiatives/action is missing the point a lot.
Before you talk about what can be done, you must truly get to the understanding of what is wrong, not just what you need to do.
If you go out thinking you know what to do then you admit you know the problem, but pretty much nobody knows the real problems or can meaningfully do anything to change them. It's good to have confidence, but confidence is useless without purpose or health.
