I had the same issue btw, when I was living by myself I barely made ends meet since I had no income and I didnt pay from my internet. I used the wifi of a cafeteria that was on the ground floor (that I had asked previously) but they ended up closing 

I had this student package where you connect a usb stick to ur pc and get 4 gb of internet per month (its called mobile broadband). But that was nothing, I couldn't even browse lookism back then because of image spam on lookism that would eat all my data (that was in 2018)

I found this WPA finder tool that could crack some old routers password. From my understanding, if you don't change your factory password (as it is adviced) and have old security protocol, there is a good chance it can get guessed by these tools. But the wifi signal is weak so you are in the range of 8-10 working wifis at best if you live in an apartment building. Also most routers have wpa and wpa2 nowadays, and this method works only on wep security protocols iirc. 

I cracked some old wifi with barely enough signal to connect that would drop every once in a while tho. I don't remember what I did after that but I didn't have internet until I moved to my parents in early 2020. I think I got some phone deal with a bunch of internet and used it as hotspot to power my laptop.

as i said, i'm using dial-up connection that comes with telephone. i'm surprised it still works.
i know about cracking old routers and used to hack a lot when i was a kid but protocols have changed and having someone's user pw don't matter since it's lucked to their mac address.
