why don't we have prisons exclusively for transvestites yet?

it could literally be a 2 story building the size of a tennis court. just standard cells, small room for R&R, and basically just function like a normal prison. for a country the size of america, you would probably only need 2 such facilities to accommodate every tranny inmate. would solve the whole debate overnight
