What does that chart mean?

there is a 11 year cycle of solar maximums and minimums, characterized by the suns activity and plasmatic ejections
a few days ago i saw someone pointing that great periods are marked by solar maximums
tho i dont know what he meant by that, since there are periods where the maximums are way greater than other maximums
i might seek to find if there is any independent concurrent cycle corresponding to that, since there also periods of brutal minimums 
this chart indicates that there were towering solar maximums at the end of 1700s and a few times again in the middle of 1900s
