- 2014 onward: After the annexation of Crimea and the outbreak of fighting in eastern Ukraine, Russia used UNSC meetings to accuse Ukraine of committing human rights violations and even “genocide” against the Russian-speaking population of Donbass.
- 2015–2021: Russia regularly requested UNSC briefings on the implementation of the Minsk Agreements, often framing the conflict as Kyiv oppressing Donbass civilians.
- 2022 (before and after invasion): In the lead-up to the full-scale invasion, Russia convened UNSC meetings (February 2022) to argue that Ukraine was committing atrocities in Donbass — one of the justifications it presented for recognizing the so-called Donetsk and Luhansk People’s Republics.
