completely wrong. he is talking about concrete (and not too complex to understand) things, and you are inserting your traditionally psychotic bullshit into his mouth to fight off your demons. 

he enrolled in his studies under the assumption he can go on and on until he graduates (it's usually free if you are successful enough and costs money when you are not) and then they decided, retroactively, which is unconstitutional in every country more developed than your average pisslamic shithole, that they can just cut him off, with his paying/non-paying status being completely irrelevant. it's that fucking simple, and reading your nonsense about paying (which we all know where it comes from) is super painful
