Like if you were smart enough as a detective to think "okay let me interview everyone who is known for being bullied or weird or lonely or who has violent past charges" and see similarities between them and everything known about the perp.
e.g. someone saw a guy who is this height with black hair walking down the street, well there is a guy who had violent tendencies and was bullied so what do I have to lose by interviewing him even if it's off-duty?
