You know that joke: A Serb goes to Zagreb and starts yelling: "I'm a Serb! I'm a Serb!"

Immediately he is shouted down by Zagrebians: "BOO!" "GO TO HELL!" etc.

Next a Croat goes to Belgrade: "I am a Croat!"

But nobody says anything. 

"I'M A CROAT EVERYONE!!" No reaction.

Frustrated he grabs a passer-by by the collar: "DON'T YOU UNDERSTAND, I AM A CROAT!!!"

The passer-by replies with a somber face: "Unfortunately, there is nothing we can do to alleviate your condition."
