you argument is sound on the whole but there are important cultural differences that make it hard to apply in the US because the tipping culture is so different. tips are expected because they make up the majority of tipped staff's income. of course the solution is that businesses should get rid of tips and pay those workers an appropriate wage. but then they'd raise prices to make up for that, so it's a zero sum game in the end. it's hard to change the system because even if they pay the workers a good wage, people will continue to tip. it's a cultural thing, it's very hard to change. it goes beyond good economic theory
