No matter what way you do it,  media will obfuscate your real motives, so at least go for a figure that will result in the maximum amount of media attention.  90% of americans do not distinguish between concrete and abstract anyway and think killing an insurance CEO is actually the exact same thing as if their Insurance Policy received a Human Body and they Killed the Policy. so at this point the most attentiongetting is the only metric that matters with regards to target selection.
