I’ve heard that the streets are filed with unsavoury characters at such times. As for me, I wouldn’t like to be caught outside past 9pm - such behaviour is most unseemly. What I’ve learned from life is that every successful individual (such as my pet) is tucked up with a hot cocoa by at 8pm (!non-negotiable!)
