No they are just estimating the value of SpaceX and Tesla stocks in dollars.

He can spend money by applying for a credit card and saying to the bank "Look I have all these stocks you can take from me in case I don't repay the loan."

total sum in dollars or any currency isnt fixed, he uses equity with his company and stocks. the value can be very subjective + fluctuates

total gdp expands every year + total money in circulation but theres inflation effects which fuxks the actual value gained from each dollar itself
