Take people with income under a certain level and get them a new job. 
Give them housing nearby in exchange for this job. Take like 80% (idk exact) of the money. Of course some will be "taken" for the housing, food, water, basic expenses, etc. Save a decent amount too. Then let them spend the remaining 10-20% how they want that week
