Why are some people shamelessly rude?

I was just buying a drink at the convenience store and some idiot was breathing down my neck ( figuratively ) and he was coughing without closing his month and his cough droplets got on my arm 

I turned behind sorta and looked at him for a while and he just sorta stared at my face and gave me a weird smile and bowed ( gesture for aknowledging someone but he wasn't apologizing, just aknowledging that I was looking at him I guess ) and I got pissed, sarcastically said "It's alright" and moved on.

I meet a lot of inconsiderate people like this and it irritates me so much. Especially if they are the types that are completely oblivious to where they are at. Ex. playing audio on their phone at max volume in public, cough guy, smokers in a busy area etc. 

If I didn't have the physique of a malnourished serf, I would be more vocal to these people
