probably because multiculturalism creates conditions that promote violent criminality, also many countries execute its worse criminals they dont hold them forever for no reason like in america. the constant ongoing warfare in most of the third world makes criminal trials mostly superfluous. criminals would just be treated as combatants and either held as pows or killed in combat raids, or executed afterwards
