It's a hit or miss, you have to be sly about it and sometimes pretend that you're dialing a number. You can also be turned to the side and pretend like you're talking on the phone while you're actually recording

I tried this in Sofia, Bulgaria once, at a currency exchange stall, she was being especially rude to this friend of mine and I wanted to record the interaction. So I did, and after she gave us our cash, she told me in English "I know you recorded me" to which I replied "pa shto? sum turist" (in a very southwestern Macedonian accent).
