I feel that would be an indication of civilizational recovery if they don't. It means they would have the sentience to realize it looks stupid and wastes money.

Tattoos correlated with fast life preference translates to either lack of children or a lot of low quality children
Imagine having moms or grandmas with tattoos, that's a reminder you are genetic filth everyday
