it is funny, hes doing a very characterized voice for a portuguese since portugals portuguese can sound kind of neutral, brazilians portuguese varies a little more
it is intelligible, the beginning and middle of it is pretty much "attack! i reclaim those lands in name of Portugal!" then "i'm injured and cant move myself"

it seems the pronunciation and pitch range of pts pt is lower or in a short angle. pts pt poses low individual differences, its more robotic and even neutral by sex in comparison to brs pt
