Because it gives them the benefit of victimization. Nowadays being a victim is probably your strongest card/argument, because no one should be victim, right? So you have to make sure to be a victim, be on the side of oppressed and not oppressors, even if you are running the things and are in a position of dominance, you have to make it seem the threat of oppression is very imminent.
Think about how western communists blame the right wing governments all day, or how the "Free Palestine" fags put all the blame on Israel. The only scenario where you can bypass this, is if you are an omnipotent dictator like Putin or Xi Jing Ping where you can control everything and are not restricted by stupid moral dilemmas.
