The system doesn't want to violate the privacy of chads and so will never go all out and monitor the entire planet.
As long as the entire planet isn't monitored 24/7, which is an extremely unrealistic scenario unless you fall for memes designed to make the police seem omnipotent, that means there is always an equation which can map out the variables of the criminal, the witnesses, their tools, the police, the escape route etc. and tell you the human able to meet it.
Even what appears as "extremely difficult and impossible-seeming crimes" are just a puzzle to be solved.
Think hard enough about the escape points, which lead to either unmonitored areas which stretch out far enough, or more limited areas which still work. A genius who considers enough potential crime opportunities, evaluates them, then moves on to the process of mapping out the equations leading to the best escape point, will be able to commit crime even 50 years from now.
Practically any crime is possible with enough preparation, assuming you aren't tied to the victim.
The biggest problem is what got ramirez, MVP etc. caught AKA witnesses swarming and then holding you down until police comes, or something along those lines. Will witnesses swarm you if you have a full body suit, because they will think it's suspicious? They easily might, but you can have a gun or find a spot not seen by a camera, put on the full body suit or modify your attire by putting on a mask only then, and having that spot be very close to the crime scene. I came up with having a full body suit but alternatives are possible even if you don't want to live as a fugitive.
Crime is possible but so difficult that normies just drift away from it and focus on whatever is at hand that brings them the next dopamine rush AKA coding math sports gaming business etc. despite it all being a scam.
