How do you reconcile the general non-congruent nature of what's deemed 'god' in the old testament?

The israelites must have been henotheists and recognized other gods at times(eg chenosh). And you haveĀ 2 primary gods present in the bible, el and yahweh(see deueteronomy 32:8-9). Their concept of God clearly evolved over time

What's your take, then?
