All smoke is carcinogenic from free radicals, that said no laws should be put in place, just have information available people will believe what they want, businesses and venues will decide their own rules and people will vote with their money. The effect will be that overtime smoking will be selected out anyway because the benefits will be determined to be fake and non-existent
Of course such a system requires zero intervention on everything else either, ier no universal healthcare because these mokers will be piling up the hospitals and morgues
