That's not how it works.

The amount issued must cover both the tax bill and the savings desire.

For example taxes are 1 trillion, and on top of that people want to hold 1 trillion in their home.

Well then if you issue only 1.5 trillion instead of 2.0, there is a shortage.

That leaves 38 trillion out there in the world. And that is the real meaning of public debt.

It's spending (80T issuance) minus revenues (42T)
