Actually, that meme is from the Phillippines. It represents the situation of the Gay person whos paying 200. There's a common knowledge in the Philippines that Gays acts as a sugar mommy and have the ability to provide just to gain affection. So in a way, the person whos paying 200 is gaining the men's affection.
